About the position

The Program Manager at OLH Inc. is responsible for overseeing the development and management of the Life Cycle Cost and Schedule Estimates for the Surplus Plutonium Disposition Program. This role involves collaborating with the National Nuclear Security Agency (NNSA) to define program scope, manage budget and documentation requirements, and ensure compliance with best practices in cost and schedule development. The Program Manager will lead initiatives, provide technical support, and develop innovative strategies to support program planning and execution.

Responsibilities

  • Lead the development of Life Cycle Cost and Schedule Estimates for the Surplus Plutonium Disposition Program.
  • Collaborate with NNSA to define program scope and support development of Program Requirements documentation.
  • Document critical assumptions related to program execution and estimate development.
  • Assist partner sites across the DOE complex with task analysis and basis of estimate development.
  • Troubleshoot LCCE development process and implement solutions for effective management.
  • Establish program costs, schedule, and technical baselines.
  • Initiate and deliver presentations regarding program implementation plans and status.
  • Conduct complex analysis of problems involving multiple disciplines.
  • Develop risk mitigation strategies for identified risks.
  • Monitor program efforts to ensure LCCE development progress is within schedule, cost, and technical baselines.

Requirements

  • Bachelor's degree in a technical field (engineering, science, or business management) with a minimum of 16 years of technical experience in program management or nuclear industries, or a Master's degree with a minimum of 12 years of relevant experience.
  • 10 years of experience must be in nuclear industries or program management in a relevant technical industry.
  • Demonstrated experience managing multiple integrated work scopes in a complex environment.
  • Effective interpersonal, verbal, and written communication skills.
  • Analytical ability for technical and programmatic information.

Nice-to-haves

  • Nuclear industry experience preferred over non-nuclear experience.
  • DOE nuclear experience preferred over commercial nuclear experience.
  • Experience with program baseline development and control processes.
  • Familiarity with earned value management systems.
