About the position

Modern Technology Solutions, Inc. (MTSI) is seeking Program Managers at all experience levels to provide technical leadership and managerial oversight for cryptologic and cybersecurity-related efforts. This role is essential for ensuring the success of programs that are critical to U.S. national security, requiring an active TS/SCI security clearance with a polygraph. The position involves managing cost, schedule, and performance while collaborating closely with company executives and government representatives.

Responsibilities

  • Provide technical leadership and managerial oversight of cost, schedule, and performance for cryptologic and cybersecurity-related contracts.
  • Work with higher-level program managers to ensure effective management of contracts.
  • Allocate resources including staffing, facilities, and budgets on the contract.
  • Review and propose the Integrated Program Baseline to the Government.
  • Review and approve all earned value, Estimate to Complete, and other financial reports as appropriate.
  • Review risk and risk mitigation activities and allocate budgets accordingly.
  • Prepare program status reviews and other formal reviews for the Government PM.
  • Review and allocate management reserve within contractual limits.
  • Ensure timely recruitment and training of program staff.
  • Review all financial and technical reports before release to the Government.
  • Ensure cross-discipline integration within the contract to meet Government needs.
  • Communicate issues and solutions to the Government PM in a timely manner.
  • Ensure compliance with all regulatory and administrative requirements imposed by the contract.
  • Assist the Government PM with statutory acquisition reports and responses to Congressional Questions for the Record.
  • Coordinate the preparation of Engineering Change Proposals and value engineering proposals to the Government PM.
  • Provide Contractor input to Quality Assurance Surveillance Plan reviews or Award Fee reviews.
  • Support innovation and digital transformation initiatives across MTSI.

Requirements

  • 10+ years of work experience as a program or project manager in managing programs and contracts of similar scope, type, and complexity.
  • Demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
  • At least one year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as Earned Value Management.
  • Knowledgeable of the guidelines provided by the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS), DoD 5000 series, and ICD 801 policies.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment.
  • Demonstrated leadership, communication, and teaming abilities.
