About the position

The Program Manager for Ancillary Finance Programs at RIHousing is responsible for overseeing and administering various federal and state-funded housing development programs. This role involves managing a portfolio of loans and grants, ensuring compliance with program regulations, and supervising staff to facilitate effective program administration. The incumbent will serve as the primary point of contact for program-related activities, working closely with project sponsors, government representatives, and other stakeholders to promote affordable housing opportunities in Rhode Island.

Responsibilities

  • Manage a portfolio of loans and grants, ensuring compliance with program activities.
  • Supervise staff to ensure accurate and timely program administration, monitoring, and reporting.
  • Review applications for funding in accordance with published guidelines.
  • Serve as the primary point of contact for program-related activities, interacting with project sponsors and government agencies.
  • Implement and update program policies and procedures, ensuring adherence to regulatory requirements.
  • Conduct research, analysis, program design, and budget preparation for various housing programs.
  • Prepare HUD's Annual Action Plan and Consolidated Annual Performance and Evaluation Report.
  • Maintain a pipeline tracking system for all projects funded and under development.
  • Approve eligible expenditure disbursements and monitor budgets.

Requirements

  • Bachelor's degree in public administration, urban/community planning, business, real estate, or a related field.
  • Relevant experience in government or the real estate/housing industry.
  • Supervisory and/or personnel management experience.
  • Working knowledge of federal and state housing programs.
  • Strong problem-solving skills and flexibility to adapt to changing environments.
  • Excellent written and verbal communication skills, with bilingual ability preferred.
  • Strong negotiation, computer, and organizational skills.

Nice-to-haves

  • Experience with cross-cutting federal requirements such as Environmental Reviews and Section 3 Economic Opportunities.
  • Proven ability to work effectively with non-profit groups and state agencies.
