About the position

The position of Associate Deputy State Director for the Division of Energy and Minerals within the Bureau of Land Management (BLM) in Sacramento, CA, involves overseeing the branch's operations, supervising personnel, and providing statewide leadership for mineral and related resource programs. The role requires strategic planning, budget monitoring, and collaboration with various stakeholders to ensure effective program execution.

Responsibilities

  • Serve as the principal program assistant to the Deputy State Director for the Division of Energy and Minerals.
  • Oversee the Branch of Energy and Minerals within the Division.
  • Supervise personnel, including hiring, training, and motivating employees.
  • Handle grievances and complaints, and act upon disciplinary actions.
  • Consult and approve training needs for staff.
  • Assign, track, and evaluate work for individuals and across the Division.
  • Coordinate workloads and conflicting directives with Deputy State Directors, District Managers, and field offices.
  • Provide statewide leadership for mineral and related resource programs under BLM administration in California and Northwestern Nevada.
  • Plan, direct, and execute major professional, scientific, technical, administrative, fiscal, or other specialized programs.
  • Monitor the budget process and advise staff when budgets and accomplishments appear misaligned with targets.
  • Assist District and Field Office Managers in evaluating the technical proficiency of their energy, minerals, and hazardous materials program performance.

Requirements

  • U.S. Citizenship is required.
  • Must possess one (1) full year of specialized experience equivalent to the GS-13 level.
  • Experience in supervising or administering program areas such as Mining Law Administration, Non-Energy Solid Minerals, Oil and Gas, Geothermal, Abandoned Mine Lands, or Hazardous Materials.
  • Experience completing State Director Review (SDR) for surface management under the General Mining Law.
  • Ability to determine program goals, resource needs, and develop work plans.
