About the position

The Program Manager/Budget Analyst at Noblis will provide essential programmatic, budgetary, and analytical support to the Department of Homeland Security's Science and Technology Directorate. This role involves working within a multidisciplinary team to address complex technical challenges and develop solutions for homeland security threats. The position requires monitoring project performance, managing budgets, and supporting program managers in their engagements with DHS S&T customers.

Responsibilities

  • Monitor project performance and review deliverables to ensure technical, programmatic, and financial goals are met and identify possible program risks.
  • Maintain and monitor division/program budgets, including gathering and reviewing monthly reporting information from project/program performers and developing budget execution plans.
  • Provide support to Portfolio and Program Managers in their engagement with DHS S&T customers.
  • Assist with the development and administration of RDT&E contracts, including tasks such as developing solicitation material and assessing technical solutions.
  • Attend meetings, workshops, conferences, and program reviews as directed by the program manager.
  • Assist in managing and responding to program-aligned S&T Executive Secretary data calls.
  • Support the identification, assessment, evaluation, and testing of existing and emerging technologies, systems, and capabilities.

Requirements

  • Bachelor's degree and 10 years of experience or a Master's degree and 5 years of experience.
  • Eligibility for a SECRET clearance and DHS Suitability.

Nice-to-haves

  • Expertise in portfolio, program, and project management with proficiency in providing program management and analytical support on R&D contracts.
  • Experience in monitoring project development performance and reviewing deliverables.
  • Ability to work in a dynamic team-oriented environment and demonstrate initiative.
  • Strong technical writing skills for both technical and non-technical audiences.
  • Familiarity with the acquisition and procurement process, including different contract types and grants.
  • Experience in monitoring and tracking funding, obligations, and schedules, and providing financial analysis.
  • Experience in advising and reviewing procurement requests and acquisition packages.
  • Experience providing direct or consultant support to major programs or offices.
  • Experience supporting DoD and/or DHS components.
  • Proficiency with Microsoft Office, especially PowerPoint, Excel, and Project.
