About the position

The Program Manager for Career & Technical Training at Frederick Community College is responsible for the development, management, and coordination of non-credit career and technical programs. This includes overseeing short-term training, licensure and certification programs, as well as grant programs. The role requires a comprehensive approach to curriculum development, student advising, and maintaining industry partnerships. The Program Manager will also oversee program lab spaces, supervise instructional staff, manage the program budget, and ensure compliance with local, state, and federal regulations. This position demands effective collaboration with a diverse range of constituencies within the community, ensuring that programs align with the College's mission and vision. The essential duties of the Program Manager include overseeing the development and management of assigned programs, identifying and coordinating courses that are relevant to the needs of Frederick County students. The role involves recruiting, training, and supervising adjunct faculty to ensure high-quality teaching and learning experiences. Additionally, the Program Manager will advise students, monitor enrollment and persistence, and ensure the accuracy of scheduling, reporting, and grading activities. The position also requires preparing and analyzing reports on program enrollment and financial trends, managing course pricing, and ensuring compliance with college policies and external accreditation requirements. Collaboration with various departments, including marketing, academic offices, and operational units, is crucial for the successful delivery of courses and programs. The Program Manager will also represent the College in statewide advisory groups and participate in conferences and committees related to program areas. This role is vital in maintaining and developing partnerships with instructional partners and ensuring that the programs offered are timely and relevant to the community's needs.

Responsibilities

  • Oversee the development and management of assigned programs to align with the College mission and vision.
  • Identify, develop, and coordinate courses, programs, and activities focused on career and technical fields.
  • Recruit, interview, hire, train, and supervise adjunct faculty to ensure excellent teaching and learning.
  • Advise students and collaborate with other departments to integrate Career and Technical students into college services.
  • Monitor student enrollment and persistence.
  • Ensure the accuracy and timeliness of schedule, reporting, registration, and grading activity.
  • Prepare, analyze, and report on program enrollment trends and financial information.
  • Respond to student, faculty, and staff issues in accordance with College policies and procedures.
  • Manage course pricing and profitability of assigned areas, overseeing course changes.
  • Ensure course and program compliance with college policies and external accreditation requirements.
  • Work collaboratively with the marketing department to develop program marketing plans.
  • Develop and maintain internal and external partnerships, negotiating contracts with instructional partners as needed.
  • Coordinate with academic offices to establish and maintain complementary programs and pathways.
  • Perform periodic program review and planning activities.
  • Collaborate with campus units to plan for and deliver courses and programs.
  • Provide substitute coverage when deemed appropriate.
  • Serve as College representative to statewide advisory groups related to program areas.
  • Attend conferences, meetings, and sit on or convene committees internal and external to the college.

Requirements

  • Bachelor's Degree.
  • Five (5) years of experience in developing or managing courses.

Nice-to-haves

  • Experience in developing and managing instructional programming in career and technical areas.
  • Subject matter expertise in one or more program content areas.
  • Effective spoken/written English communication skills.
  • Ability to utilize MS Office suite and enterprise systems.
  • Experience in developing programs in a broad array of disciplines.
  • Previous management or supervisory experience.
