About the position

The Program Manager - CIAC Compliance at Avangrid is responsible for overseeing Contributions-in-Aid-of-Construction (CIAC) processes and ensuring compliance with customer billing requirements as per NYSEG/RGE tariffs and policies. This role involves proactive communication with field personnel, leading compliance initiatives, conducting audits, and providing training to stakeholders. The incumbent will serve as a subject matter expert in regulatory matters and will represent the company in various forums related to distribution standards and customer billing.

Responsibilities

• Serve as the subject matter expert on Contributions-in-Aid-of-Construction (CIAC) and customer billing requirements.
• Communicate regularly with Field Engineers, Field Planners, and Engineering Supervisors to ensure accurate billing procedures.
• Lead compliance initiatives, including audits and regulatory compliance matters.
• Perform analytical studies focusing on project actuals vs. planned costs and funding classifications.
• Provide annual training to stakeholders on policy and pricing policies related to CIAC projects.
• Develop, modify, and implement policy and training materials for Field Engineers.
• Represent NYSEG and RG&E in national and regional forums related to regulatory knowledge.
• Document and interpret tariffs documentation and monitor engineering cost estimates.

Requirements

• Bachelor's degree in engineering, technology, business, or related field required.
• At least eight (8) years of practical experience in utility disciplines.
• Broad knowledge in regulatory matters, rate design, capital investment planning, and tariffs.

Nice-to-haves

• Demonstrated ability to lead, train, and develop others on New York State policy and regulatory matters.
• Experience in government and/or utility affairs with an understanding of revenue requirements and cost recovery mechanisms.
• Expertise in project/program management, distribution field design, and cost estimate development.
