About the position

The Program Manager for Community Investment Initiatives at MassHousing is responsible for providing strategic and operational oversight of programs aimed at expanding access to affordable housing while promoting racial and economic equity. This role involves managing the CommonWealth Builder Program, which focuses on financing affordable homeownership units, particularly in communities of color. The Program Manager will coordinate with various stakeholders to ensure projects are completed on time and within budget, while also ensuring compliance with regulatory requirements.

Responsibilities

  • Manage strategic partnerships with internal and external stakeholders to ensure program progress aligns with organizational goals.
  • Conduct comprehensive research and data analysis to inform decision-making and improve program policies.
  • Develop high-quality written, visual, and digital materials to support program initiatives and increase awareness.
  • Present research findings and strategic recommendations to internal teams and external partners.
  • Delegate project tasks to team members and provide guidance and feedback to promote professional growth.
  • Oversee deal flow management and maintain communication with developers throughout the project process.
  • Manage the pre-screening process and engage developers to clarify project goals and expectations.
  • Guide projects through the under-review process, collaborating with internal teams for timely feedback.
  • Lead the transition of projects into the committed phase, ensuring compliance requirements are met.
  • Coordinate the closing process for project funding and implementation, ensuring smooth transitions and timely launches.
  • Establish key performance indicators (KPIs) to track program success and prepare regular reports.

Requirements

  • Bachelor's degree in social sciences, urban planning, public policy, public administration, or real estate finance.
  • 3 years of experience managing affordable housing grant funding programs or underwriting real estate projects.
  • At least 3 years of supervisory or managerial experience.
  • Comprehensive understanding of affordable housing development and finance.
  • Strong analytical skills and financial acumen for informed decision-making.
  • Exceptional organizational skills to manage multiple projects effectively.
  • Excellent interpersonal communication skills to convey complex ideas and build consensus.
  • Ability to present information in various formats to communicate complex concepts.
  • Experience in program planning, operations, and evaluations with strong project management skills.
  • Understanding of diversity, equity, and inclusion principles and their implementation.

Nice-to-haves

  • Experience in community engagement and partnership development.
  • Knowledge of Massachusetts housing policies and regulations.
  • Familiarity with grant writing and funding processes.
