This position is in the Pipeline and Hazardous Materials Safety Administration (PHMSA), specifically within the Office of Pipeline Safety, under the Office of the Deputy Associate Administrator for Field Operations. The Program Manager (Community Liaison) will play a crucial role in supporting the Community Liaison Services program, which is essential for ensuring effective communication and engagement with various stakeholders regarding pipeline safety. The incumbent will work closely with multiple divisions and offices within PHMSA, including the Operations and Standards Review Division, Field Operations Regional Directors, and the Office of Governmental, International, and Public Affairs. This collaboration is vital for responding to public inquiries, providing technical assistance, and supporting compliance monitoring and pipeline investigations/inspections. In this role, you will participate in technical conferences, symposia, and meetings, serving as a technical expert on safety issues related to the pipeline industry. You will be responsible for developing and delivering presentations and key messages to both internal and external stakeholders, often in challenging situations where the audience may not be receptive to the message. Additionally, you will provide regional field support and community assistance, addressing public inquiries and effectively communicating pipeline safety initiatives and challenges. This includes providing post-incident or accident crisis communications to ensure stakeholders are informed and supported during critical times. The Program Manager will also support PHMSA's field and headquarters investigations and inspections, developing and issuing compliance-related violations or findings. You will interpret and apply Federal regulations while monitoring the design, construction, operation, and maintenance of gas and liquid pipeline systems. Furthermore, you will perform data and information analysis based on program compliance and performance data to identify emerging pipeline safety risks and trends, ultimately leading to recommendations for national policy and programmatic changes and improvements. The ideal candidate for this position is expected to have a strong background as a Program Manager or General Engineer, with excellent written and oral communication skills. This role is designed for individuals seeking challenging assignments that involve representing the Office of Pipeline Safety in various matters related to pipeline safety before Federal, state, local, tribal, and pipeline industry stakeholders.
