The Program Manager (Community Liaison) position is located within the Pipeline and Hazardous Materials Safety Administration (PHMSA), specifically in the Office of Pipeline Safety. This role is crucial for providing direct support to the Community Liaison Services program, which aims to enhance communication and engagement with various stakeholders regarding pipeline safety. The selected candidate will work closely with multiple divisions and offices within PHMSA, including the Operations and Standards Review Division, Field Operations Regional Directors, and the Office of Governmental, International, and Public Affairs. The primary focus will be on responding to public inquiries, providing technical assistance, and supporting compliance monitoring and pipeline investigations/inspections. In this role, you will participate in technical conferences, symposia, and meetings as a recognized expert on safety issues related to the pipeline industry. You will be responsible for developing and delivering presentations and key messages to both internal and external stakeholders, often in challenging situations where the audience may not be receptive. Additionally, you will provide regional field support and community assistance, addressing pipeline safety issues and effectively communicating initiatives and challenges. This includes post-incident crisis communications and supporting investigations and inspections conducted by PHMSA. The position requires a strong analytical approach, as you will perform data and information analysis to identify emerging pipeline safety risks and trends. This analysis will inform recommendations that may lead to national policy and programmatic changes. The ideal candidate will possess excellent written and oral communication skills and be prepared to represent the Office of Pipeline Safety in various matters related to pipeline safety before federal, state, local, tribal, and industry stakeholders.
