About the position

The Program Manager (Director of Operations) will oversee the delivery of the Federal-aid Highway Program in Texas, supporting the Division Administrator and Deputy Division Administrator. This supervisory role involves providing policy direction, managing day-to-day operations, and ensuring compliance with federal laws and regulations. The position requires strong leadership skills and the ability to communicate effectively with state and local officials, as well as managing a diverse team of engineers and program managers.

Responsibilities

• Serve as the principal advisor to the Division Administrator and Deputy Division Administrator.
• Provide policy and program direction for the management and implementation of Federal aid highway programs.
• Participate in developing and implementing Federal-aid oversight initiatives and stewardship functions.
• Provide program expertise to state and local government officials to ensure effective program delivery.
• Recommend and facilitate the implementation of innovative programs and processes to improve transportation program delivery.
• Directly supervise a diverse team of engineers and program managers.
• Communicate organizational strategies, goals, objectives, and priorities to internal and external audiences.
• Build coalitions and partnerships with state and local officials.

Requirements

• Must be a U.S. Citizen and eligible for consideration.
• At least one year of specialized experience equivalent to the GS-13 grade level, including program management principles related to highway and surface transportation programs.
• Experience in providing program oversight and conducting process reviews and strategic planning.
