About the position

The Program Manager serves as the Financial Management Group (FMG) Team Manager, responsible for overseeing the budget formulation and execution processes within the ATO. This role requires a detailed understanding of financial management principles and strategic planning to integrate the work of multiple geographically dispersed sub-teams. The FMG TM directs the analysis, development, and evaluation of complex budget programs that impact ATO services, ensuring alignment with organizational goals and objectives. Additionally, the FMG TM plays a key role in promoting diversity and inclusion within the workplace while managing staff performance and development.

Responsibilities

  • Manage and integrate the work of several subordinate geographically dispersed sub-teams through subordinate managers.
  • Analyze, develop, and evaluate complex budget formulation and execution programs impacting ATO services.
  • Develop strategic plans, policies, and programs; set priorities; and communicate the organization's vision and objectives.
  • Assign tasks and responsibilities; monitor and evaluate performance of organizational units, managers, and employees.
  • Coach and develop staff and organizational capabilities; approve leave and take corrective actions as necessary.
  • Guide subordinate managers and employees to prevent and resolve problems without higher-level intervention.
  • Lead and integrate the budget planning processes for all projects/programs under control.
  • Participate in planning efforts that cross all ATO Service Units.
  • Provide detailed program support for the budget formulation process and/or acquisition management.
  • Maintain documentation and coordinate with stakeholders regarding budget formulation and execution issues.

Requirements

  • At least one year of specialized experience equivalent to the FV-J, FG/GS-14 level.
  • Experience using management and strategic planning principles to integrate the budget formulation process.
  • Experience with budget and execution processes to recommend solutions for financial needs.
  • Experience applying project/program management principles to analyze, interpret, and communicate funding and performance metric information.
