About the position

The Program Manager for Assessment of Students with Disabilities is responsible for managing the implementation of the Maryland Comprehensive Assessment program (MCAP) specifically for students with disabilities. This role involves coordinating with various stakeholders, including content and assessment staff, special education services, and external vendors, to ensure the effective development and administration of state assessments. The position also includes overseeing alternate assessments for students with significant cognitive disabilities and maintaining the Maryland Accommodations Manual to support training and development related to accommodations and accessibility in education.

Responsibilities

  • Manage the implementation of the Maryland Comprehensive Assessment program (MCAP) for students with disabilities.
  • Facilitate and coordinate with MSDE content and assessment staff, Division of Special Education/Early Intervention Services, and vendors.
  • Act as Project Manager for alternate assessments for students with significant cognitive disabilities as required by federal laws.
  • Create, update, and maintain the Maryland Accommodations Manual and related training materials.
  • Provide training and staff development on accommodations and accessibility features for instruction and assessment.

Requirements

  • A Bachelor's degree in education or a related area from an accredited college or university.
  • Four years of professional administrative or teaching experience in or affiliated with an education program, including two years of experience coordinating, monitoring or administering Special Education assessments.
  • One year of supervisory experience of a Special Education or Early Intervention program.

Nice-to-haves

  • Experience in providing technical assistance to diverse audiences.
  • Knowledge of State and Federal laws, regulations, and policies regarding Maryland assessments and students with disabilities.
  • Experience in providing technical guidance for accommodations and accessibility in education and testing.
  • Experience with various special education settings, including non-public schools.
  • Experience in managing and coordinating projects with multiple stakeholders.
