About the position

The Program Manager (HSC 4) position at the Washington State Department of Health is a full-time, permanent role focused on protecting and improving public health. The role involves oversight of various health professions and committees, developing health policies, and providing program expertise. The position is designated as a technical specialist, acting on behalf of the department on high-visibility issues.

Responsibilities

  • Provide oversight to support the roles and responsibilities of assigned commissions, boards, committees, and Secretary professions in OHP.
  • Ensure assigned duties are performed professionally, accurately, and on time.
  • Use critical thinking skills to evaluate risks and benefits in decision making.
  • Evaluate expected results while collaborating with various stakeholders including health associations and the public.
  • Support meetings and conduct, coordinate, or approve examinations for assigned commissions and boards.
  • Coordinate the approval/denial process for educational institutions and professional associations.
  • Work with licensing staff to ensure compliance with profession statutes and rules.
  • Manage review of non-routine credential applications and notify applicants regarding compliance.
  • Participate in case management team meetings to ensure public health and safety in disciplinary cases.
  • Coordinate review of random continuing education audits and notify licensees regarding compliance.
  • Review Joint Operating Agreements and develop biennial business plans for commissions and boards.

Requirements

  • Six (6) or more years of management or consultative experience in a health care services program or closely allied field.
  • An associate degree or higher; AND four (4) or more years of management or consultative experience in a health services program or closely allied field.
  • A bachelor's degree or higher; AND two (2) or more years of management or consultative experience in a health services program or closely allied field.
  • A master's degree or higher; AND one (1) or more years of management or consultative experience in a health services program or closely allied field.
  • Experience in at least two (2) of the following: rule, policy or legislative drafting and implementation; health services planning; compiling and analyzing data for reporting.

Nice-to-haves

  • Master's degree in public health, health care administration, public or business administration, or allied field.
  • Bachelor's degree in public health, health care administration, public or business administration, or allied field and three (3) years of professional management or consultative health services experience in project management, rule or policy drafting, or community collaboration.
