About the position

The Program Manager II position is located at the Department of Mental Health, Columbia Area Mental Health Center, specifically within the Office of the Executive Director. This role is pivotal in assisting the Executive Director with the daily operations of the center and serves as the Executive Director's designee in their absence. The individual in this position will oversee the provision of clinical services and programs on the Columbia campus, ensuring that all operations align with the mission of the center and the Department of Mental Health (DMH). A key responsibility of the Program Manager II is to create and monitor the implementation of policies and procedures that support the center's objectives. This includes developing and overseeing the Performance Improvement Plan for the center, which involves collecting and analyzing data to identify areas for improvement. The Program Manager will implement performance improvement teams to address the center's identified needs and will consult with staff and managers to enhance processes, protocols, and outcomes. In addition to operational oversight, the Program Manager II will supervise some of the Senior Management staff, providing guidance and support in their respective areas. The role also requires the individual to be the lead point person for determining and implementing processes that help achieve DMH objectives, particularly in areas such as collaborative documentation, no-show management, and productivity standards. Responsibilities include writing routine reports and special assignments, as well as collecting and analyzing productivity data for the center.

Responsibilities

  • Assist the Executive Director in day-to-day operations of CAMHC.
  • Function as Executive Director designee in the Executive Director's absence.
  • Provide oversight to the provision of clinical services/programs on the Columbia campus.
  • Create and monitor the implementation of policies and procedures related to the mission of the center and DMH.
  • Develop and oversee the Performance Improvement Plan for the center.
  • Collect and analyze data, implement performance improvement teams for center identified needs.
  • Consult with staff and managers to improve processes, protocols, and outcomes.
  • Supervise some of the Senior Management staff and provide oversight to assigned areas.
  • Lead point person in determining/implementing processes to accomplish DMH objectives regarding collaborative documentation, no-show management, and productivity standards.
  • Write routine reports and special written assignments.
  • Responsible for productivity data collection and analysis for the Center.

Requirements

  • A bachelor's degree and relevant program management experience.
  • A master's or doctorate degree from an accredited program, university, or college, or other behavioral discipline.
  • Five (5) years of field experience in a relevant area.
  • Good interpersonal skills and ability to form relationships with consumers.
  • Good listening and teaching skills.
  • Flexible and energetic with the aptitude to function harmoniously on multi-disciplinary teams.
  • Proficient writing skills.

Nice-to-haves

  • A minimum of five (5) years supervisory experience.
  • Thorough knowledge of mental health legal principles and practices.
  • Knowledge of methods, principles, and practices of clinical counseling and educational services.
  • Licensure preferred; licensure supervision available.
