About the position

The Program Manager II position serves as the Americans with Disabilities Act (ADA) Coordinator for the County of Santa Clara, responsible for overseeing and ensuring compliance with the ADA and related federal and state regulations. This role involves close collaboration with executive leadership and County Counsel to develop and implement strategies that promote accessibility and fair access for individuals with disabilities across the county. The position requires specialized knowledge of the ADA and experience in program management, including the development of self-evaluation and transition plans.

Responsibilities

• Plan, organize, direct, and control the activities of the County's ADA program.
• Develop strategies to achieve program objectives and establish priorities.
• Formulate and implement policies, plans, and procedures for program functions.
• Select, hire, and train program staff, ensuring their development and evaluation.
• Determine budgetary requirements and make recommendations for the annual budget.
• Maintain liaison relationships with public and private agencies and community groups.
• Prepare reports and correspondence related to program activities.
• Monitor and evaluate services to ensure compliance with grants and contracts.
• Provide assistance and advice to advisory boards and commissions as required.

Requirements

• Bachelor's degree or equivalent experience in a related field.
• Five years of analytical, administrative, lead, supervisory, or management experience, including two years at the journey level.
• Knowledge of program development and evaluation, personnel management, and administrative problem-solving techniques.
• Ability to plan, organize, control, and evaluate a public service program.

Nice-to-haves

• Master's degree in a related field (can substitute for one year of required experience).
• Experience working with public agencies and disability advocacy groups.
