About the position

The Program Manager II/III at HJF is responsible for overseeing a collection of related projects that support a long-term research initiative. This role involves strategic guidance for project managers and technical staff, ensuring effective progress towards program objectives. The position encompasses budgeting, personnel management, and compliance with contracts and regulations, while addressing complex problems and identifying solutions.

Responsibilities

  • Prepares proposals in response to specific requests for proposals (RFPs) from various entities.
  • Serves as the main point of contact and liaison between internal and external stakeholders.
  • Initiates, executes, and monitors program actions including budgets, purchasing, and hiring activities.
  • Manages key program elements, including the statement of work, budget, and budget justification for grant sub-awards.
  • Completes required forms and submits final paperwork to the sub-award team.
  • Prepares requests for vendor contracts and sub-contract actions and proposals.
  • Responsible for hiring laboratory support and light supervision activities.

Requirements

  • Bachelor's degree required, preferably in Business Administration or Life Sciences.
  • Minimum of 3-5 years experience for Level II; 6-8 years for Level III.
  • Familiarity with federal budget processes and project management principles.
  • Solid interpersonal skills for effective communication and problem resolution.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of Microsoft Office and proposal/project tracking software.
  • Prior experience in the life sciences is strongly preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.

  • Master's degree preferred.
  • Project Management Professional (PMP) certification preferred.
