About the position

The Program Manager II/III at the Henry M. Jackson Foundation for the Advancement of Military Medicine is responsible for overseeing a collection of related projects that support a long-term research initiative. This role involves strategic guidance for project managers and technical staff, ensuring effective collaboration towards program objectives. The position encompasses budgeting, personnel management, and compliance with contracts and regulations, while addressing complex problems and identifying solutions.

Responsibilities

  • Prepares proposals in response to specific requests for proposals (RFPs) from various entities.
  • Develops a submission plan according to RFP guidelines and collaborates with the pre-award team.
  • Acts as the main point of contact and liaison between internal and external stakeholders.
  • Establishes and maintains effective working relationships on mutual interests.
  • Tracks and reports on progress and outcomes of projects.
  • Initiates, executes, and monitors program actions including budgets, purchasing, and hiring activities.
  • Manages key program elements such as the statement of work and budget for grant sub-awards.
  • Completes required forms and obtains final approvals from principal investigators.
  • Submits final paperwork to the sub-award team.
  • Prepares requests for vendor contracts and sub-contract actions and proposals.
  • Ensures compliance with all contractual and regulatory requirements.
  • Responsible for hiring laboratory support and light supervision activities.

Requirements

  • Bachelor's degree required, preferably in Business Administration or Life Sciences.
  • Master's degree preferred.
  • Level II: Minimum of 3-5 years experience required.
  • Level III: Minimum of 6-8 years experience required.
  • Familiarity with federal budget processes and project management principles.
  • Solid interpersonal skills for effective communication and problem resolution.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of Microsoft Office and proposal/project tracking software.
  • Prior experience in the life sciences is strongly preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.
  • Project Management Professional (PMP) certification preferred.
