About the position
The Program Manager III (Division Chief) is responsible for directing and coordinating all activities related to the Animal Feeding Operations (AFO) program within the Maryland Department of the Environment (MDE). This role is crucial in ensuring the protection of public health and the environment from agricultural feeding operations, particularly concentrated animal feeding operations (CAFOs). The Division Chief collaborates with various stakeholders, including federal agencies, state departments, and agricultural partners, to promote sustainable practices while ensuring compliance with environmental regulations.
Responsibilities
- Direct and coordinate all activities of the Animal Feeding Operations program.
- Ensure compliance with federal Clean Water Act and NPDES requirements.
- Oversee supervisory and non-supervisory staff, including natural resource planners and environmental compliance specialists.
- Engage with federal partners and external stakeholders to facilitate partnerships.
- Conduct farmer education and outreach activities.
- Represent MDE at local, regional, and national meetings and forums related to agriculture and water quality.
Requirements
- Bachelor's degree in biological, environmental, physical sciences, or related field.
- Five years of experience supervising professional staff in an environmental field or as an environmental project manager.
Nice-to-haves
- Technical expertise in NPDES permits and water quality regulations.
- Experience with Concentrated Animal Feeding Operation regulatory programs.
- Strong communication skills to engage diverse stakeholders.
- Professional experience as an environmental attorney, hydrologist, or water resources engineer.
