About the position

The Program Manager III at the Henry M. Jackson Foundation for the Advancement of Military Medicine will oversee a collection of integrated projects supporting a long-term research initiative. This role involves strategic guidance for project managers and technical staff to ensure alignment with program objectives, focusing on administrative project oversight to maximize resource effectiveness. The position supports the Transforming Technology for the Warfighter (TTW) Program at the Uniformed Services University, facilitating collaborations and managing financial oversight of subaward projects.

Responsibilities

  • Provide direct administrative support to all aspects of the TTW program, including financial oversight and management of subaward projects.
  • Assist in financial management of TTW funds to ensure appropriate spending, budgeting, and forecasting.
  • Help coordinate peer review of research proposals by USU VPR Scientific Review Unit personnel.
  • Assist with submitting requests for proposals to selected sub-recipient entities for specific funding announcements.
  • Coordinate communication of notice of award to selected sub-recipients and manage interactions with them.
  • Assist subrecipients with administration of activities located at USUHS and proposal submissions.
  • Manage subaward agreements between HJF and partner award recipients, including budgeting and progress reporting.
  • Coordinate collaborative projects between USU Faculty and partner institutions.
  • Schedule and manage travel for Oversight Committee meetings, guest lecturers, and seminars.

Requirements

  • Bachelor's degree required; Master's degree preferred in Business Administration, Biochemistry, or Life Sciences.
  • Minimum of 9-10 years of experience in project management.
  • In-depth knowledge of federal budget processes and project management principles.
  • Solid interpersonal skills with the ability to communicate clearly and resolve problems.
  • Demonstrated ability to plan, schedule, and coordinate activities to meet deadlines.
  • Working knowledge of Microsoft Office and project tracking software.
  • Prior experience in the life sciences is strongly preferred.
  • Ability to obtain and maintain a T1/Public Trust background check.
  • Project Management Professional (PMP) certification preferred.
