About the position

The position involves overseeing the operational and financial aspects of an Intensive Supervision Appearance Program (ISAP) office, ensuring compliance with contractual obligations while managing a team of employees. The role requires effective communication with the Department of Homeland Security (DHS) and community organizations, as well as the development and implementation of strategies to achieve operational and financial objectives.

Responsibilities

  • Manage and direct all activities in the planning, development, implementation, monitoring, and supervision of ISAP programs, services, and employees.
  • Interview, hire, and train employees; plan, assign, and direct work; appraise performance; reward and discipline employees; address complaints and resolve problems.
  • Ensure that programs function in a manner that satisfies contractual obligations.
  • Develop timely and accurate reports on the status of program operations.
  • Develop and implement strategies and action plans to achieve operational and financial objectives.
  • Serve as the local point of contact with DHS/ICE.
  • Maintain frequent and productive liaison with DHS/ICE, including accurate and timely reporting of emergencies and unusual occurrences.
  • Conduct regular meetings with DHS/ICE to review management level performance and resolve issues.
  • Maintain routine communications with staff to address service plans and daily schedules.
  • Establish and maintain communication with community-based organizations to ensure support for ISAP.
  • Evaluate and identify contingencies for reducing potential community issues related to the program.
  • Administer the Security Plan for the office, including daily operations and security contingencies.
  • Perform daily security checks of the office area and ensure confidentiality of participant records.
  • Implement systems to track and supervise all program participants.
  • Administer the Quality Control Plan, including monthly audits for compliance with contract requirements.
  • Manage program participant violations in conjunction with Intensive Supervision Case Specialist.
  • Review and approve program participants' service plans for compliance with state requirements.

Requirements

  • Bachelor's Degree in Sociology, Psychology, Social Work, Criminal Justice or related field required; Master's Degree preferred.
  • U.S. Citizenship required; must have lived in the U.S. for 3 of the last 5 years.
  • At least two years of case management experience in an Alternatives to Detention immigration program required.
  • Two years of supervisory experience in a similar position preferred.
  • At least two years of experience working with multi-cultural clients.
  • Effective verbal and written communication skills with various stakeholders.
  • Ability to interpret and articulate rules, orders, and instructions.
  • Ability to compose reports and demonstrate sound judgment.
  • Ability to maintain self-control in stressful situations and defuse hostile situations.
  • Attention to detail and problem-solving ability.
  • Ability to plan, organize, and direct the work of others.
  • Basic knowledge of immigration laws, regulations, and procedures.
  • Valid Drivers' License required; Bi-lingual preferred.
  • Basic computer skills and ability to interpret electronic monitoring messages.
