About the position

The Program Manager (Inpatient) position at Sea Mar Community Health Centers is a full-time role responsible for the daily management and operations of the "Visions Youth Inpatient Treatment" program located in Bellingham, WA. This position plays a crucial role in coordinating the program and addressing client needs in collaboration with the Senior VP and Chief Behavioral Health Officer. The Program Manager ensures that the program operates in full compliance with the Washington Administrative Code (WAC), organizational policies and procedures, the King County Integrated Care Network contract, Joint Commission accreditation standards, and Federally Qualified Health Center (FQHC) guidelines. A key aspect of this role is understanding and addressing multi-cultural issues related to mental health and chemical dependency treatment, which is essential for providing effective care to the diverse communities served by Sea Mar. As an Administrator, as defined by WAC 388-805-005, the Program Manager is responsible for the overall operation of the certified treatment service. This includes maintaining facility expenditures within the approved budget, ensuring compliance with all relevant laws and regulations, and administering the policies and procedures of the facility. The Program Manager also oversees personnel actions, including hiring, dismissing, and evaluating staff, as well as ensuring that all staff comply with ethical standards and regulations set forth by the Department of Health (DOH). In addition to administrative responsibilities, the Program Manager is tasked with ensuring patient rights and confidentiality, and may provide clinical consultation if they hold the appropriate clinical credentials.

Responsibilities

  • Maintain facility expenditures within the approved budget.
  • Ensure facility compliance with all pertinent laws, regulations, and contracts.
  • Administer and implement the policies and procedures of the facility, including administration, personnel, treatment services, and records.
  • Ensure staff comply with all ethical standards of Sea Mar and as required by DOH.
  • Take all personnel actions including hiring, dismissing, approving leave, and disciplinary actions.
  • Ensure patient rights as outlined in policy and procedure manual.
  • Ensure patient confidentiality in accordance with 42 CFR.
  • Provide clinical consultation and supervision if possessing relevant clinical credentials.
  • Demonstrate knowledge and skills necessary to provide care appropriate to the age of the patients served.

Requirements

  • Bachelor's degree from an accredited college or university in public health, education, or social sciences, or a minimum of five (5) years working as an alcoholism and chemical dependency counselor with high-risk youth.
  • Minimum of three (3) years combined experience in management, administration, public health, education, or social sciences.
  • Possession of Chemical Dependency Professional Certification is preferred.
