About the position

At USAA, we have an important mission: facilitating the financial security of millions of U.S. military members and their families. The Program Manager Lead (Talent Strategy) will join the Life Company Chief of Staff and Shared Services Team, which is responsible for designing and delivering the Life Company People and Location Strategy. This includes providing learning and development offerings to ensure a skilled workforce, optimizing experiences for front-line employees through effective contact center management, and delivering best-in-class employee experiences. The role involves oversight of the Life Company employee experience program, focusing on long-term strategic workforce planning, employee sentiment, and talent programs such as internships and early talent initiatives. As a Program Manager Lead, you will manage, execute, and deliver large-scale programs that consist of multiple projects, ensuring alignment with the Chief of Staff's strategic imperatives. You will work to achieve multi-year program deadlines, manage scope, and ensure overall program benefits are realized. This position requires collaboration with cross-functional teams to develop and execute change plans in accordance with USAA's change methodology or industry best practices. The role is based in San Antonio, TX, and requires in-office presence four days a week, with no relocation assistance available.

Responsibilities

  • Lead the implementation of strategic tasks that align programs with the organization's business strategy and goals.
  • Develop multi-year business plans to deliver business capabilities and define execution approaches to achieve business goals while reducing risk.
  • Work with program sponsors and cross-functional teams to evaluate, plan, and develop scope, milestone roadmaps, required resources, work plans, budgets, anticipated dependencies, and timing for new programs.
  • Prepare reports that provide stakeholders and management with status updates, including identifying risks or issues.
  • Ensure all team members understand how to work together, understand interdependencies, and coordinate their efforts to complete program goals.
  • Assist in the development of performance metrics, dashboards, and management tools that clearly articulate the status of key activities ensuring timely and successful execution.
  • Direct analyses, root cause identification, and development and recommendation of key work products.
  • Identify potential new program opportunities to deliver integrated solutions that meet multiple business partner needs.
  • Define and maintain multiple program strategies based on business demand and ROI expectations.
  • Negotiate agreements, settle disputes equitably, and diffuse high-tension situations.
  • Mentor Program Managers in identifying benefits and defining alternatives across departmental programs and across USAA programs.
  • Adhere to EPMO processes, procedures, controls, standards, tools, and templates as required.
  • Drive the adoption and sustainment of changes within the organization in compliance with USAA's Change Management methodology.
  • Ensure risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

Requirements

  • Bachelor's degree OR 4 years of related experience may be substituted in lieu of degree (Total of 12 years of experience without bachelor's degree).
  • 8 years of project and/or program management experience, including experience defining a new program and/or managing large-scale projects.
  • Demonstrated experience using Waterfall or Agile methodologies to execute on program strategies and deliver complex work efforts.
  • Advanced understanding and demonstrated application of risk management policies and procedures.
  • Comprehensive knowledge of program management methodology and techniques; program performance evaluation and change management principles/methodologies.
  • Proficient experience in USAA's change management methodology or similar industry change management methodology.
  • Extensive experience developing, maintaining, and reporting on large cost work effort(s)/program budgets.
  • Stakeholder management and influencing skills.
  • Expert level of experience in Principles of Project, Program or Portfolio Management.
  • Demonstrated expert experience using knowledge of the business, its products, and processes to assess program risks and rewards across multiple technologies and business goals.

Nice-to-haves

  • US military experience through military service or a military spouse/domestic partner.
  • Background in Human Resources, Learning and Development, or Management Consulting with 3 or more years of experience working with senior leadership on workforce strategy creation and execution.
  • 3 or more years of experience leading strategic workforce planning initiatives in a large organization with a focus on Talent Forecasting, Capability building, and workforce analytics.
  • 3 or more years of experience developing long-term talent plans that contribute to strategic outcomes.
  • Experience operationalizing, monitoring, and reporting out on talent risks and talent plans to influence senior leaders and stakeholders.
  • Experience providing strategic and analytical thought to leadership to help lead and influence talent strategy, with the ability to anticipate trends, identify risks, and recommend solutions that align with business objectives.
