About the position

The Program Manager is responsible for the successful cost, schedule, and performance of the contract, serving as the main point of contact for various stakeholders including the Contracting Officer and Government Program Manager. This role involves managing program efforts in cost management, schedule estimation, contract performance, risk management, and quality assurance, ensuring efficient execution of the contract and compliance with regulatory requirements.

Responsibilities

  • Serve as the main point of contact for the Contracting Officer, COR, Government Program Manager, and Contractor's senior management.
  • Manage cost, schedule, and performance of the contract effectively.
  • Contribute to program efforts in cost management, schedule estimation, and contract performance management.
  • Ensure proper performance of tasks for efficient contract execution.
  • Utilize expert communication skills to direct technical resources and report on progress and issues.
  • Allocate resources including staffing, facilities, and budgets on the contract.
  • Review and approve financial reports such as earned value and funds expenditure reports.
  • Ensure cross-discipline integration within the contract to meet Government needs.
  • Prepare program status reviews and formal reviews for the Government PM.
  • Ensure timely recruitment and training of program staff.
  • Communicate issues and solutions to the Government PM in a timely manner.
  • Assist the Government PM with statutory acquisition reports and responses to Congressional Questions for the Record.
  • Coordinate preparation of Engineering Change Proposals and value engineering proposals.
  • Provide Contractor input to Quality Assurance Surveillance Plan reviews or Award Fee reviews.
  • Rapidly assemble and execute cross-disciplinary teams to address urgent program issues.

Requirements

  • 15+ years of related experience in program or project management.
  • Direct experience in managing multi-task contracts and subcontracts.
  • Knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Experience in conducting requirements analysis, resource allocation, project costing, and deliverable tracking.
  • At least 3 years of experience in managing funds and resources using Earned Value Management.
  • PMP, FAC-P/PM Senior Level, or DAWIA Level 3 certification in Program Management.
