About the position

The National Democratic Institute is seeking a Program Manager for the Middle East & North Africa team to oversee the planning, design, implementation, and management of complex programs. This role involves providing guidance to team members, developing work plans, managing budgets, and ensuring successful program execution while fostering relationships with stakeholders and funding agencies.

Responsibilities

  • Plan, design, implement, and manage designated programs of greater complexity and scope.
  • Serve as a resource and provide guidance to Project Assistants, Program Associates, and Program Officers.
  • Lead the development of detailed work plans to achieve program objectives and expected outcomes.
  • Conduct all aspects of program management, ensuring effective execution of established work plans.
  • Facilitate collaboration with team leadership and other teams to coordinate programmatic activities.
  • Conduct relevant analysis to determine potential impacts of programmatic work and present findings with recommendations.
  • Draft or review communications such as board memos, reports, and proposals, ensuring accuracy and proper formatting.
  • Manage and monitor budgets, grants, and expenditures for assigned programs, ensuring adherence to budget limitations.
  • Establish and maintain relationships with field staff, funding agency representatives, and overseas partners.
  • Serve as the point-of-contact with funding agencies and interact with relevant field offices.
  • Provide support for local and regional program conferences, workshops, and meetings.
  • Conduct onsite field visits to facilitate programmatic work and organize delegations abroad.
  • Ensure appropriate implementation of field office policies and provide guidance on policies and requirements.
  • Support onboarding and training for lower-level staff and participate in interview processes as needed.
  • Act as a back-up for other team members and participate in cross-functional initiatives as needed.

Requirements

  • Bachelor's degree in International Relations, Political Science, or a related field; graduate degree preferred.
  • Five years of relevant work experience in international development, community organizing, political campaigns, or legislative affairs.
  • Prior relevant international field work experience is highly desired.
  • Advanced knowledge in one or more of NDI's international development disciplines.
  • Knowledge of budget development/management and accounting processes.
  • Strong analytical and judgment skills for identifying problems and recommending solutions.
  • Negotiation skills and creativity in resolving issues and securing support.
  • Excellent interpersonal skills and cultural sensitivity for effective interaction with diverse stakeholders.
  • Strong oral and written communication skills, with the ability to present to varying sized audiences.
  • Attention to detail and a focus on quality in completing work accurately.
  • Action-oriented with strong project management and organizational skills.
  • Capacity to work effectively both independently and as part of a team.
  • Ability to apply discretion and maintain confidential information.
  • Ability to travel internationally.
  • Proficiency in Microsoft Office and knowledge of Google Suite tools; basic database skills desired.
  • Fluency in Arabic and/or French is highly desired; Farsi is a bonus.
