About the position

The Program Manager serves as a Middle Manager within the Program Management Organization (PMO), overseeing a large, multi-level organization across various functions and disciplines. This role involves directing subordinate managers and employees in the management of complex information technology-centric projects, ensuring alignment with the strategic goals of the PMO, ATO, and FAA. The Program Manager is responsible for integrating work across multiple organizations, developing new programs, and ensuring quality standards are met while managing budgets and resources effectively.

Responsibilities

  • Manage the work of a large, multi-level organization across multiple functions and disciplines.
  • Provide direction to subordinate managers and employees for project management and evaluations.
  • Oversee the development, testing, integration, implementation, and sustainment of systems.
  • Conduct complex studies of proposed software applications to ensure compliance with system requirements.
  • Integrate work of multiple organizations to meet strategic goals and participate in strategic planning for the FAA.
  • Develop new programs to ensure strategic direction and objectives are met.
  • Review evaluation methods to assess program strengths and identify areas for improvement.
  • Establish quality criteria and standards for program deliverables.
  • Develop change management plans and communicate changes to stakeholders effectively.
  • Track and report on program performance to ensure alignment with goals and objectives.
  • Identify and mitigate risks to program success.
  • Lead and develop program teams, addressing training and development needs.
  • Define, acquire, and allocate budget and resources for multiple projects and programs.
  • Manage budget planning processes and reallocate resources as needed.
  • Provide guidance for preventing and resolving problems without higher-level intervention.
  • Develop and approve solutions to current and anticipated problems.

Requirements

  • One year of specialized experience equivalent to at least the next lower grade level (FV-J or FG/GS-14).
  • Experience applying program management principles to develop new programs and organize activities according to organizational goals.
  • Experience monitoring and tracking program performance to ensure alignment with goals and objectives.
