About the position

The Program Manager for the Department of Defense is responsible for overseeing the planning, management, analysis, evaluation, and execution of the FORSCOM Ready and Resilient efforts. This role involves managing the program budget, strategic planning, and ensuring the quality of life for personnel through various programs and initiatives. The Program Manager serves as a key advisor in strategic integration planning and decision-making processes, collaborating with stakeholders to ensure effective program implementation.

Responsibilities

  • Oversees program planning, management, analyses, evaluation and execution of the FORSCOM Ready and Resilient efforts.
  • Prepares and monitors Ready and Resilient (R2) Division program budget and resources.
  • Oversee Strategic Campaign Plan, Comprehensive Integrated Prevention Plan, and other strategic planning requirements for the organization.
  • Serves as the lead for Quality of Life and non-appropriated funds (NAF), morale welfare and recreation (MWR) responsible for synchronizing FORSCOM participation and responses.
  • Exercises management and operational control and strategic planning, review, study, and analysis over assigned programs/projects for the organization.
  • Provides oversight in the development and accomplishment of program policies, plans, procedures, milestones, and timelines.
  • Participates in meetings and conferences to develop policies, procedures, recommendations, brainstorm issues/resolutions, and to effect necessary changes in the planning, operation, economy, effectiveness, and efficiency of program/mission.
  • Provides professional advice, and serves as the principal advisor and key partner in the command's strategic integration planning and decision-making process.
  • Collaborates with stakeholders to ensure appropriate interests are represented, functional requirements are included in program/project analyses and designs, business practices are addressed and/or redesigned.
  • Exercises the full range of delegated personnel management responsibilities for the Ready and Resilient (R2) Division to include the Integrated Prevention Advisory Group.

Requirements

  • Must obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Experience participating in the planning, designing, and execution of various command programs.
  • Experience overseeing command operations, activities, and projects including Quality of Life, non-appropriated funds (NAF), Morale-Welfare-Recreation (MWR), and Soldier and Family Programs.
  • Specialized experience equivalent to the GS-14 grade level in the Federal service.
