About the position

The Program Manager position at the Department of Defense involves serving as the Deputy for Programs and Project Management and Chief of the Programs and Project Management Division. The incumbent will be responsible for making management decisions related to major Military, Foreign Military Sales (FMS), and Support for Others programs and projects. This role requires overseeing substantial product delivery support from various organizations, including supporting districts, International Architectural-Engineering (A-E), and construction firms. The Program Manager will manage and direct a foreign military assistance program that involves the engineering design and construction of facilities, applying extensive knowledge of management concepts, principles, and practices. In this position, the Program Manager will be involved with other Department of Defense activities, including collaboration with the U.S. Air Force and Navy, as well as other U.S. Government agencies. The role requires overseeing and directing the activities of the Programs and Project Management Division, ensuring that all phases of major projects are integrated and coordinated within established time-frames. The incumbent will provide guidance for functional managers to facilitate the effective resolution of technical problems, conflicts, and controversial issues, ensuring that project issues are resolved and corporate goals are met on schedule, cost, scope, and budget in Project Management Plans (PMP) in coordination with functional elements.

Responsibilities

  • Serve as the Deputy for Programs and Project Management and Chief of the Programs and Project Management Division.
  • Make management decisions related to major Military, Foreign Military Sales (FMS), and Support for Others programs and projects.
  • Manage and/or direct a foreign military assistance program involving engineering design and construction of facilities.
  • Apply extensive knowledge of management concepts, principles, and practices.
  • Oversee and/or direct Programs and Project Management Division activities.
  • Ensure integration and coordination of all phases of major projects within established time-frames.

Requirements

  • Must obtain and maintain a SECRET Security Clearance.
  • Project Management Professional Certification required within the first year of employment.
  • One year of specialized experience in management concepts, principles, and practices.
  • Ability to assess District mission and work requirements in developing corporate plans, goals, and objectives.
  • Experience in overseeing all phases of major projects and resolving technical problems.

Nice-to-haves

  • Experience with U.S. Air Force and Navy operations.
