About the position

The Program Manager at ResCare Community Living is responsible for overseeing the operation of Therapeutic Foster Care, ensuring the care and protection of children in foster homes. This role involves developing, implementing, and managing foster care and family services, as well as supervising treatment personnel. The Program Manager collaborates with the Executive Director and takes charge of financial and physical resources in their absence, while also being accessible for emergencies.

Responsibilities

  • Works with the Executive Director in developing effective treatment interventions for neglected, abused, and troubled children and their families.
  • Evaluates treatment programs and makes recommendations to the Executive Director.
  • Develops and administers standards and procedures for all treatment staff.
  • Assists in the recruitment and hiring of qualified treatment staff and oversees training, supervision, promotion, and discipline.
  • Oversees training, promotion, and discipline of treatment staff and provides ongoing supervision.
  • Keeps the Executive Director and client agencies informed of the agency's programs and policies.
  • Attends board meetings and represents the agency in the absence of the Executive Director.
  • Represents and interprets the agency's programs and policies to the public, custodial agencies, the courts, and the community.
  • Maintains good working relationships with local, state, and national agencies, including schools, courts, welfare departments, probation departments, and other social service agencies.
  • Oversees a myriad of details, responsibilities, and performances.
  • Shows positive, effective, productive cooperation between staff, foster parents, biological parents, and the community.

Requirements

  • Graduate degree in Social Work or related field from an accredited college or university, plus one year of graduate training from a recognized School of Social Work which includes supervised casework in the field.
  • Five years of paid experience working in a clinical setting with troubled children and families.
  • Two years of which should be in a supervisory or administrative capacity.
  • Administrative and clinical skills.
  • Capable of working effectively with children, adults, staff, board members, parents, foster parents, and the community.
