About the position

The Program Manager (Program Officer Acquisition) position within the Department of Defense is a critical role responsible for overseeing the strategic implementation of acquisition projects. This position requires the management of major project milestones and events, ensuring that all aspects of the acquisition program are executed effectively and efficiently. The Program Manager will be tasked with managing the financial aspects and risks associated with the acquisition program, which includes overseeing contracting activities and ensuring compliance with government and industry standards. In this role, the Program Manager will regularly brief senior-level management, including the Office of the Secretary of Defense (OSD) and the Department of the Army (DA), on the status of assigned programs. This involves reviewing various technical documents such as the Information Support Plan (ISP), digital engineering (DE) architecture, and model-based system engineering (MBSE) products to ensure they meet the required standards. Additionally, the Program Manager will provide training and guidance on MBSE tools and methodologies to enhance project outcomes and improve team proficiency. The position also involves building, integrating, and optimizing complex interoperability systems and services. The Program Manager will lead a team of system engineers responsible for developing the mapping of information exchanges between military standards. This includes performing trade studies to generate and translate conceptual designs into technical specifications, assessing prototype interoperability software solutions, and integrating these solutions into the current architecture. The role is essential for ensuring that the acquisition program aligns with the strategic goals of the Department of Defense and meets the operational needs of military personnel.

Responsibilities

  • Project major project milestones and events necessary to complete the strategic implementation of the acquisition project.
  • Manage financial aspects and risks for an acquisition program.
  • Manage contracting activity for an acquisition program.
  • Brief senior level management, OSD and DA on status of the assigned programs.
  • Review information support plan (ISP), digital engineering (DE), architecture, and model-based system engineering (MBSE) products for compliance with Government and Industry standards.
  • Provide training and guidance on MBSE tools and methodologies to enhance project outcomes and team proficiency.
  • Build, integrate, and optimize complex interoperability systems and services.
  • Manage a team of system engineers responsible for developing the mapping of information exchanges between military standards.
  • Perform trade studies to generate and translate conceptual designs into technical specifications, participate in the assessment of prototype interoperability software solutions, and integrate into current architecture.

Requirements

  • Must be a U.S. Citizen.
  • Must be able to obtain and maintain a Top Secret security clearance with sensitive compartmental information access.
  • Must meet position requirements for certification at Level II in the Acquisition Career Field Program Management within 60 months of entrance on duty.
  • At least one year of experience as an Assistant Project Manager or equivalent, developing and maintaining architectural models and documentation, and reviewing ISP, DE, and MBSE products for compliance with standards.

  • Familiarity with the Defense Acquisitions University Catalog for certification requirements.
