About the position

The Program Manager/Project Manager for Regulatory Transformation will play a pivotal role in overseeing a comprehensive Regulatory Control Review and remediation initiative within the Global Banking sector. This position is critical as it operates through a registered Broker-Dealer, Futures Commission Merchant, and Swap Dealer, necessitating a deep understanding of the regulatory landscape. The successful candidate will be responsible for assessing regulatory requirements and obligations, ensuring compliance with the relevant rules and regulations that govern the Global lines of business. This includes a thorough evaluation of the applicability of these regulations, the existing controls environment, and the inherent and residual regulatory compliance risks that may arise. In this role, the Program Manager will execute a Compliance Risk Management operating model that aligns with the Global risk profile. This model will encompass both external and internal risk events, such as regulatory updates, regulatory exams and findings, enforcement actions, and audit findings. The candidate will be tasked with identifying controls, implementing remediation strategies, and maintaining compliance standards across the organization. Furthermore, the Program Manager will participate in designing a risk-based approach for periodic compliance risk reassessments, which will involve detailed self-assessment testing of the control environment based on the adopted risk methodology for SEC, CFTC, and NFA regulations. Additionally, the Program Manager will respond to concerns raised by the NFA and manage remediation efforts related to the DFA Title VII and Volcker Risk Management Program, ensuring that all associated obligations are met. A key aspect of this role will be managing the integration of the program with the firm's operational risk management framework while transitioning the program to a business-as-usual (BAU) state. This position requires a strategic mindset, strong project management skills, and a comprehensive understanding of regulatory compliance within the financial services industry.

Responsibilities

  • Project manager for a Regulatory Control Review and remediation initiative for Global Banking operating through a registered Broker-Dealer, Futures Commission Merchant, and Swap Dealer.
  • Assess regulatory requirements/obligations based on the relevant rules and regulations governing Global lines of business; addressing applicability, controls environment, and inherent/residual regulatory compliance risks.
  • Execute a Compliance Risk Management operating model in support of the Global risk profile, encompassing external and internal risk events (i.e., regulatory updates, regulatory exams and findings, enforcement actions, audit findings, etc.), control identification, remediation, and maintenance.
  • Participate in the design of the risk-based approach for periodic compliance risk reassessment, review, and compliance detailed self-assessment testing of the control environment, based on the adopted risk methodology for SEC, CFTC, and NFA regulations.
  • Respond to NFA concerns managed remediation efforts of DFA Title VII & Volcker Risk Management Program and its associated obligations.
  • Manage program integration with the firm adopted operational risk management program while transitioning the program to a business as usual state (BAU).

Requirements

  • Proven experience in project management within a regulatory environment, particularly in financial services.
  • Strong understanding of SEC, CFTC, and NFA regulations and compliance requirements.
  • Experience in executing compliance risk management frameworks and models.
  • Ability to assess regulatory obligations and compliance risks effectively.
  • Strong analytical skills to evaluate controls and identify remediation strategies.

Nice-to-haves
