About the position

The Program Manager - Rail/Transit at T.Y. Lin International is a pivotal role focused on leading project and construction management within the New York Metro Rail and Transit Market. This position requires a seasoned professional who excels in both selling and executing projects, ensuring client satisfaction while managing project teams and deliverables. The Program Manager will be responsible for proposal preparation, client negotiations, and overseeing the quality and financial aspects of rail-related projects.

Responsibilities

  • Work with Construction Management Sector Leader and key management personnel to identify and pursue projects.
  • Prepare project proposals for rail/transit clients.
  • Manage client expectations and assure client satisfaction related to projects.
  • Serve as Project Manager/Program Manager on projects, assuming financial, staffing, scope, and schedule management responsibilities.
  • Act as key technical lead in planning, design, and construction of significant rail-related projects.
  • Direct the preparation, tracking, and submission of project deliverables.
  • Prepare and track project schedules, work tasks, and ensure timely delivery of projects within budget.
  • Track additional services and out-of-scope work, communicate with clients, negotiate fees, and deliver contract modifications.
  • Supervise and coach key team members.
  • Ensure project quality and completion of QA/QC processes on each project.
  • Support staff development, including Project Manager training.

Requirements

  • Bachelor's degree in engineering or closely related field required.
  • State Professional Engineer (PE) license or Certified Construction Manager (CCM) required.
  • 15+ years of experience in Project Management activities and managing construction field teams.
  • Construction management experience with agency clients such as MTA, New York City Transit, Metro North Railroad, NJ Transit, or Long Island Railroad.
  • Familiarity with Project Management Procedures (PMP's) and Project Management Guidelines (PMG's) is a plus.
  • Excellent verbal, written, and presentation skills are required.
