About the position

The Program Manager (Regional Administrator) for the Missouri Division of Youth Services is an advanced administrative and managerial role responsible for overseeing all aspects of DYS services in the St. Louis region. This includes managing residential and non-residential programs, case management, and aftercare services for youth. The position requires strong leadership, fiscal management, and the ability to foster community involvement to ensure that youth receive the necessary supervision and support for their treatment needs.

Responsibilities

  • Lead, plan, coordinate, analyze, and oversee all aspects of DYS services in the St. Louis region.
  • Oversee treatment, education, case management, family therapy, and medical services for youth.
  • Manage support and administrative functions such as training, leadership development, fiscal, personnel, and facilities management.
  • Serve as a liaison with internal and external entities to ensure community involvement.
  • Assess and monitor existing program practices and provide feedback for program planning and staff development.
  • Propose and implement changes to enhance outcomes for youth and families.
  • Ensure programs maintain basic services, safety, and security.
  • Monitor quality of services and efficient use of funding.
  • Review and make recommendations on state and program task requests.
  • Function in an advisory and support capacity for various projects and initiatives.
  • Maintain relationships with juvenile courts and manage diversionary funds.

Requirements

  • Bachelor's degree from an accredited college or university with relevant coursework.
  • Four or more years of professional experience in protective services for children or related fields.
  • 2-4 years of supervisory experience.
  • Knowledge of principles and practices of effective administration.
  • Knowledge of fiscal management practices.
  • Skill in budget and policy development.
  • Ability to manage change and staff resources.
  • Ability to travel frequently.

Nice-to-haves

  • Experience in juvenile delinquency prevention programs.
  • Experience in Medicaid or other health insurance programs.
