About the position

The MSRB seeks a Program Manager/Scrum Master who will oversee the full development lifecycle for systems related to municipal bond transparency, transaction reporting, and IT support. This role will coordinate with cross-functional teams on design, development, testing, and documentation to meet user and technical requirements. The Program Manager/Scrum Master will report to the Director of Product Management. In this position, you will lead critical programs through the Systems Development Life Cycle (SDLC) using Project Management and Agile best practices. You will be responsible for overseeing schedule, scope, quality, communications, issues, and risk management. Ensuring project artifacts are complete and accurate throughout all lifecycle phases, including program closeout, will be a key part of your responsibilities. You will develop and manage project schedules, coordinate with cross-functional teams, drive progress, address risks or delays, and escalate issues as needed. Your role will also involve monitoring and controlling project scope, escalating changes to the Director of Product Management for impact assessment and stakeholder consensus. You will track and resolve issues, using data-driven analysis to develop effective action plans, and identify, analyze, and mitigate risks in collaboration with cross-functional teams. Quality management will be crucial, ensuring compliance with the Technology Testing Process, including documentation review, test planning, execution, and reporting. Regular updates through Status Reports, Stakeholder Reviews, and ad-hoc communications will be part of your communication management duties. Additionally, you will oversee cloud deployment processes in collaboration with IT Operations and Development teams, manage resources to address and resolve prioritized post-production bugs, and handle Change Requests throughout the SDLC. Maintaining Team Boards and JIRA spaces, aligning project backlogs with business needs, and building strong relationships with team members, technology leaders, and stakeholders will be essential. You will also evaluate and improve internal processes, presenting recommendations to the Director of Product Management, and support cloud cost optimization and other assigned initiatives.

Responsibilities

Requirements

  • Bachelor's degree in Business, Finance, Information Systems, or related field.
  • 3-5 years of technical experience in data-driven analysis, configuration, change management, and project management.
  • Experience with Agile methods, CI/CD pipeline, and AWS Cloud Certification is preferred.
  • Strong organizational skills, attention to detail, and ability to work independently.
  • Excellent communication, interpersonal, and presentation skills.
  • Ability to translate complex concepts between business and IT, create graphical representations of data, and pursue ongoing skill development.
