About the position

The Senior Program Manager will support the Air Force Life Cycle Management Center/PEO Digital Directorate, managing and executing modernization, development, testing, production, fielding, and sustainment of a diverse portfolio of over 130 programs for the USAF and foreign allies. This role involves providing program-level acquisition support, facilitating successful contract execution, and advising program leadership on maintaining cost, schedule, and performance objectives.

Responsibilities

  • Support cost and schedule reduction activities for acquisition and development efforts.
  • Provide program level acquisition support to the Program Manager and Integrated Product Team Leads.
  • Analyze overall program health and advise program leadership on options to maintain cost, schedule, and performance objectives.
  • Support and develop various briefings/schedules of program status and acquisition tasks to senior management.
  • Provide expert Program Management inputs to Request for Proposal (RFPs) including systems specs and Statement of Work (SOWs).
  • Review acquisition documents and provide comments with programmatic perspective.
  • Support, prepare, review and develop acquisition reports as required by DoD policy.
  • Assist with planning, evaluating and implementing program acquisition strategies.
  • Develop, maintain, and update program risk management plans.
  • Assist with development, maintenance, and update of acquisition reports such as Monthly Activity Reports (MAR) and Acquisition Program Baseline (APB).
  • Provide direct support in preparing and submitting funding documents.
  • Assist with preparation of briefings, graphics and reports in support of acquisition program management functions.
  • Interpret, organize, execute, and coordinate acquisition project assignments.
  • Review and track prime applicant deliverables status and schedules.
  • Assist with drafting contractual letters on program management issues.
  • Support development of source selection strategies and evaluation criteria.
  • Keep abreast of DoD acquisition reform policies and recommend revisions to programs impacted by changes.
  • Assist with mission execution including operational planning and capability development.

Requirements

  • U.S. Citizenship is required due to the sensitivity of customer-related requirements.
  • High School Diploma plus 20 years of experience, 15 of which must be in the DoD, or a Bachelor's degree plus 15 years of experience, 10 of which must be in the DoD.
  • An adjudicated DoD Secret Security clearance on the First Day of employment.
  • Familiarity with cloud-based systems, including management and projection of cost and performance.
  • Knowledge of agile methods and CI/CD, DevSecOps and DevOps principles.
  • Comprehensive knowledge of principles, policies and practices of systems acquisition and program management as defined in DoDI 5000.02 and 5000.75.
  • Experience with Life Cycle Management Plan (LCMP) highly desired.
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness of acquisition programs.
  • Ability to effectively communicate orally and in writing.

Nice-to-haves

  • Experience working with Mission Planning Independent Validation, Verification & Evaluation, FQT and Development Evaluations in software development.
