About the position

The Program Manager (SSVF) at Insight Housing is responsible for overseeing the day-to-day operations of the Sacramento County Roads Home program, which serves low-income, primarily homeless Veterans and their families. This role involves managing program eligibility, ensuring compliance with SSVF contracts, and providing direct supervision to the outreach team and housing staff. The Program Manager will also collaborate with various stakeholders to deliver efficient services and maintain program integrity.

Responsibilities

  • Manage the day-to-day operations of the Sacramento County Roads Home program.
  • Review and approve all SSVF intake files for program eligibility.
  • Ensure that clients receive appropriate services as required by SSVF contracts.
  • Review and approve all financial assistance requests for Insight Housing financial office.
  • Participate in all VA calls as requested by Sr. Program Manager and the Director of Programs.
  • Maintain files and statistical information in conjunction with the administrative offices.
  • Assist with preparation of program statistical reports to comply with government and foundation contracts.
  • Ensure the VA monthly repository upload is accurate and submitted on time.
  • Collaborate with the Continuum of Care (CoC) and other VA providers in Sacramento County.
  • Co-lead the Veteran Leadership Team meetings in Sacramento County in collaboration with other SSVF providers.
  • Ensure participation in the Operation Vets Home Collaborative in Sacramento County.
  • Hire, train, and evaluate all Sacramento County Roads Home staff in collaboration with the Sr. Program Manager and the Director of Programs.
  • Create and approve staff schedules and monitor staff time sheets.
  • Provide supervision to the Insight Housing Sacramento County SSVF staff.
  • Facilitate weekly program staff meetings.
  • Complete the Privacy and Security training and all other assigned staff trainings.
  • Maintain confidentiality regarding clients, personnel, and other internal agency affairs.
  • Drive own or agency vehicle to various sites as required, documenting and reporting mileage according to agency procedures.
  • Participate in promoting a safe, healthy, and clean working environment consistent with agency's health and safety practices.
  • Attend and participate in all meetings and trainings as assigned.
  • Complete and submit timesheets in a timely and accurate manner.
  • Work within the framework of Insight Housing's Code of Conduct.
  • Plan and facilitate the quarterly all Roads Home Team Meetings with the Senior Program Manager.
  • Perform other tasks as assigned.

Requirements

  • Bachelor's degree in Social Services or related field preferred.
  • At least 3 years' direct experience providing services to Veterans or individuals experiencing homelessness, mental health, substance abuse, or other social issues.
  • At least 1 year of experience with staff supervision and program management required.
  • Demonstrated leadership and strong administrative skills.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and TEAMS).
  • Ability to complete CPR/First Aid Training.
  • Understanding of and sensitivity to issues related to homeless, low income, mentally disabled, and chemically dependent persons.
  • Excellent written and oral communication skills.
  • Excellent interpersonal and crisis intervention skills.

Nice-to-haves

  • Experience with Homeless Management Information System (HMIS) a plus.
  • Translatable military experience, relevant internship and volunteer experience.
