About the position

The Program Manager/Technical Lead provides essential technical leadership, management, direction, administration, and quality assurance for the execution of projects within the Department of Defense (DoD). This role carries full authority to represent and act on behalf of the contractor regarding all contract matters related to daily operations, ensuring compliance with contractual obligations. The Program Manager/Technical Lead is responsible for program administration, addressing any issues that may arise during project performance that could increase performance risk, executing project modifications, monitoring compliance, and managing project changes. This position also involves facilitating meetings and reviews to ensure all stakeholders are aligned and informed. In this role, the Program Manager/Technical Lead will oversee all activities performed by program personnel, including subcontractors, ensuring that all tasks are executed efficiently and effectively. The individual will provide technical expertise to support the design, development, planning, and implementation of tests and studies for the DoD. As the primary point of contact with the Contracting Officer, Contracting Officer's Representative (COR), key stakeholders, and Government senior leadership, the Program Manager/Technical Lead will advise the COR on contractual, programmatic, and technical matters, maintaining a comprehensive understanding of the programs and the relevant tools, technologies, and processes used during performance. The Program Manager/Technical Lead will monitor budget, schedule, and other program-related metrics, assisting project managers with resource management. They will develop and implement various management plans, including the program management plan, staffing plan, risk management plan, and quality management plan. Regular status reporting and technical status meetings will be organized and facilitated by the Program Manager/Technical Lead, who will also report program performance to senior management. This role is critical in tracking the delivery and quality of products to ensure compliance with contractual requirements, managing travel funds, and maintaining strong CPARS ratings for the program. Additionally, the Program Manager/Technical Lead will work with HR to resolve personnel issues in compliance with company policies.

Responsibilities

  • Provides management and oversight of all activities performed by program personnel, including subcontractors.
  • Provides technical expertise to support the design, development, planning, and implementation of tests and studies for the Department of Defense (DoD).
  • Serves as the primary point of contact with the Contracting Officer, Contracting Officer's Representative (COR), key stakeholders, and Government senior leadership.
  • Advises the COR on contractual, programmatic, and technical matters.
  • Maintains an understanding of the programs and the relevant tools, technologies, and processes used during performance.
  • Monitors budget, schedule, and other program-related metrics and helps project managers with resource management.
  • Develops and implements the program management plan, staffing plan, risk management plan, and quality management plan.
  • Organizes and facilitates regular status reporting and technical status meetings.
  • Reports program performance to senior management.
  • Responsible for tracking delivery and quality of products delivered in compliance with contractual requirements.
  • Tracks execution of project work hours to keep program within corporate allocated work hours.
  • Tracks expenditure of travel funds, ensures travel expenses do not exceed allocated funding, and provides Trip Reports to the COR.
  • Maintains strong CPARS ratings for the program.
  • Works with HR to resolve personnel issues in compliance with company policies.

Requirements

  • Minimum of ten (10) years of experience with test and evaluation (T&E) for DoD components.
  • Knowledge of DoD T&E techniques and processes, and operational analysis techniques and procedures.
  • Experience with advanced operations research, mathematics, and statistics as applicable to DoD operational testing and evaluation.
  • Experience in providing technical advice in support of developing problem statements, test issues, measures, and applying analytical methodologies.
  • Excellent writing skills to assist in developing policies and other materials.
  • Excellent communication skills.
  • Minimum of eight years of experience in Program/Project Management (desired qualification).
  • Experience with DoD Operational Test and Evaluation (OT&E) (desired qualification).
  • Experience with the DoD joint exercise process and the Joint Event Life Cycle (JELC) (desired qualification).
  • Experience with Modeling and Simulation (M&S) to aid in developing and testing Tactics, Techniques, and Procedures (TTPs) through Distributed Interactive Simulation (DIS) networks as part of a Joint Live, Virtual, and Constructive (JLVC) environment (desired qualification).
  • Experience consulting on Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) issues and techniques for inclusion in the design, development, and planning of Joint Tests and evaluations (desired qualification).
  • One of the following certifications: PMI Program Management (PgMP), PMI Project Management Professional (PMP) (desired qualification).
  • Bachelor's degree or more than 10 years of DoD T&E expertise (education requirement).
  • TS/SCI clearance level is required.
