The Program Manager - Technical at ECU Health is a pivotal role responsible for overseeing key organizational programs and projects throughout their life cycle, adhering to ECU Health's Project Management Framework. This position entails managing technical infrastructure and security projects, which can range from large-scale initiatives to moderate and complex programs. The successful candidate will utilize various project management methodologies, including Waterfall, Agile, and Hybrid, to ensure that projects are delivered on time and within budget while meeting the specific needs of project sponsors. The role requires cross-functional collaboration, necessitating engagement with multiple business units and often involving long-distance staffing and vendor coordination to achieve project goals. The Program Manager will work closely with IT technical leaders to develop and manage operating model function roadmaps, monitoring demand against resource capacity. Coordination with the Technology Portfolio Director and organizational leaders is essential for the effective sequencing of projects within the technology portfolio. In addition to project management, the Program Manager will be responsible for developing and monitoring an integrated master schedule for complex programs that encompass multiple projects. This includes creating and managing program budgets, addressing issues, risks, decisions, and assumptions, and monitoring the realization of program benefits. The role may also involve leading other Project Managers as direct reports, driving the execution of the portfolio and program roadmaps as deemed appropriate by leadership. The Program Manager will establish governance functions for the program in line with enterprise policies, oversee project execution, monitor progress against plans, and ensure the production of agreed deliverables. Furthermore, the position involves directing the establishment of frameworks for the use of contractors and professional service providers across the program.
