About the position

The Program Manager position at the Department of the Treasury involves overseeing and directing business goals, work plans, and priorities within the organization. The position is permanent but limited to one year, with the possibility of extension, and is focused on ensuring the effective operation of the department.

Responsibilities

  • Define business goals and develop work plans to achieve them.
  • Direct and oversee work plans through subordinate managers and supervisors.
  • Assign work based on priorities and employee capabilities.
  • Evaluate program implementation and effectiveness.
  • Provide guidance and counsel to subordinates on administrative and technical problems.
  • Manage relationships with functional executives and other agencies.
  • Develop performance standards and evaluate work performance of subordinate supervisors and managers.
  • Serve as the reviewing official on evaluations and performance recognition or disciplinary actions.
  • Manage and resolve group grievances and employee complaints.
  • Make decisions on routine and non-routine personnel-related actions.
  • Coach and mentor subordinate managers and employees.
  • Initiate improvements to increase efficiency and quality of work.

Requirements

  • One year of specialized experience equivalent to the next lower level in the Federal Service.
  • Experience applying management techniques and principles to optimize personnel and resources.
  • Experience in compliance programs and staff hour planning methods.
  • Experience with work systems affecting workflow and production quality.
  • Experience in budget and fiscal methods for organizational management.
  • Effective communication skills for interacting with internal and external customers.

Nice-to-haves

  • Experience in a federal agency or similar public sector environment.
  • Knowledge of IRS operations and procedures.
