About the position

The Program Manager position at the Department of the Treasury involves overseeing and managing the Taxpayer Services Division. The role requires defining business goals, developing work plans, and ensuring effective implementation of programs. The manager will coordinate with subordinate managers and supervisors, evaluate program effectiveness, and provide guidance to staff. This is a temporary position with a potential duration of up to five years.

Responsibilities

  • Define business goals and develop work plans.
  • Direct, coordinate, and oversee work plans through subordinate managers and supervisors.
  • Assign work based on priorities and employee capabilities.
  • Evaluate program implementation and effectiveness.
  • Provide guidance and counsel to subordinates on administrative and technical problems.
  • Manage relationships with functional executives and officials of other agencies.
  • Develop performance standards and evaluate work performance of subordinate supervisors and managers.
  • Manage and resolve group grievances and employee complaints.
  • Make decisions on routine and non-routine personnel-related actions.
  • Initiate ways to improve efficiency and quality of work.

Requirements

  • One year of specialized experience equivalent to the next lower level in the Federal Service.
  • Experience applying management techniques and principles.
  • Experience in compliance programs and staff hour planning methods.
  • Experience with work systems affecting assigned functions.
  • Experience in budget and fiscal methods for organizational management.
  • Experience applying communication techniques for effective interaction.

Nice-to-haves

  • Experience in a supervisory role.
  • Knowledge of IRS operational divisions.
  • Familiarity with federal employment regulations.
