About the position

The Program Manager V, Medicaid Chief Information Officer at Kaiser Permanente is a pivotal role that reports directly to the Executive Director of Maryland HealthChoice. This position is integral to the regulatory reporting and technical alignment with the Maryland HealthChoice program. The Program Manager is tasked with overseeing regulatory reporting, ensuring compliance with Medicaid IT contractual requirements, and managing encounter submissions. This role requires a strategic leader who can manage large-scale programs or components that involve multiple workstreams and strategic business goals across various departments, functions, or regions. The Program Manager is responsible for achieving program outcomes from initiation to close-out, often within an extended or open-ended timeframe. In this capacity, the Program Manager leads large program teams, coordinating and monitoring both internal and external resources. A key aspect of the role involves proactively identifying and mitigating program risks, issues, and trigger events by developing effective mitigation plans and strategies. The Program Manager also ensures compliance with program activities by monitoring adherence to relevant policies and procedures. Building and maintaining relationships with diverse program stakeholders is crucial, as is ensuring their alignment, buy-in, and engagement throughout the program lifecycle. The role includes reviewing vendor performance levels, ensuring service level agreements are met, and participating in contract negotiations with vendors. The Program Manager V is expected to promote learning within the team, communicate effectively to drive projects forward, and provide actionable feedback to team members. This position requires adaptability to competing demands and the ability to manage large-scale programs with complex interdependencies. The Program Manager will develop, analyze, and manage highly complex program plans, monitor program financials, and lead activities related to organizational change management, including user adoption and training plans. Responsibilities

  • Manage large-scale programs or components with multiple workstreams and strategic business goals across departments, functions, or regions.
  • Lead the work of large program teams by coordinating and monitoring internal and/or external resources.
  • Proactively monitor, identify, and mitigate program risks, issues, and trigger events by developing mitigation plans and strategies.
  • Ensure compliance of program activities by monitoring adherence to relevant policies and procedures.
  • Build and maintain relationships with diverse program stakeholders to ensure alignment, buy-in, and engagement.
  • Review vendor performance levels and ensure service level agreements are met; participate in contract negotiations with vendors.
  • Promote learning in others by communicating information and providing advice to drive projects forward.
  • Develop, analyze, and manage highly complex program plans including scope identification and management, schedule, inter-dependencies, and resource forecast.

Requirements

  • Minimum three (3) years experience in a leadership role with or without direct reports.
  • Bachelor's degree from an accredited college or university and minimum eight (8) years experience in project management or a directly related field, including minimum four (4) years program management experience OR Minimum eleven (11) years experience in project management or a directly related field including minimum four (4) years program management experience.
  • Knowledge of Change Management, Negotiation, Applied Data Analysis, Financial Acumen, Conflict Resolution, Managing Diverse Relationships, Project Management, Project Management Tools, Risk Assessment, Quality Assurance Process, Service Focus, and Strategic Program Management.
