About the position

The Program Manager will serve in the Consolidated Card Program Management Division (CCPMD) of the Department of the Navy, focusing on the Government Travel Charge Card (GTCC) program. This role involves acting as a liaison between various federal agencies and managing a team responsible for Navy travel card accounts, ensuring compliance with policies and conducting fraud analysis.

Responsibilities

• Act as the liaison between DTMO and affiliated DoD, DON, and federal agencies.
• Provide fraud or audit analysis by performing data analysis to identify questionable transactions and patterns of suspicious activities.
• Lead a team of contractors and GS civilians responsible for Navy Centrally Billed, Individually Billed, and PCS Accounts.
• Review training materials, notifications, policy updates, and program parameters to ensure accurate documentation and communication of travel charge card policies.

Requirements

• Must be a US Citizen.
• Must have at least one year of specialized experience equivalent to the GS-12 level in federal service or equivalent experience in the private or public sector.
• Expert knowledge of DOD and DON Program Management principles and techniques, including project management, financial, contracting, and logistics processes.
• Experience performing program and financial analysis for the travel card management program.
• Significant organizational and communication skills.
• Extensive knowledge in Individually Billed Accounts (IBA) and Centrally Billed Accounts (CBA) management.
• Experience working with high-level stakeholders and communicating Navy's priorities in meetings.
• Ability to excel in task management and issue resolution.
