About the position

The Program Manager will lead complex IT re-engineering and operational efforts at the Federal Housing Finance Agency's Office of the Chief Information Officer. This role focuses on supporting enterprise-wide IT transformation through strategic planning, project execution, and collaboration with various stakeholders. The position requires advanced problem-solving skills and deep expertise in IT project management.

Responsibilities

  • Develop comprehensive project plans outlining scope, objectives, deliverables, timelines, and resource requirements.
  • Define project goals, success criteria, and key performance indicators (KPIs) to measure project performance and outcomes.
  • Identify and engage key stakeholders, including project sponsors, business units, and end-users, to gather requirements and ensure alignment with project goals.
  • Work with technical teams to design solutions that address business requirements and align with technical capabilities.
  • Evaluate and recommend technology solutions, tools, and platforms that best fit the business needs.
  • Support change management activities, including assessing the impact of changes and developing strategies for implementation.
  • Identify and assess risks related to technical projects and business processes.
  • Develop and implement risk mitigation strategies to minimize potential impacts on projects and operations.
  • Create, edit, and maintain high-quality technical documents, including user manuals, system specifications, technical reports, and online help documentation.
  • Develop and manage the IT COOP program, ensuring alignment with organizational goals and regulatory requirements.
  • Develop and manage project budgets, including cost estimation, financial tracking, and expense reporting.
  • Lead and motivate project teams, including engineering professionals, analysts, and other stakeholders.

Requirements

  • Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field.
  • PMP (Project Management Professional) Certification.
  • Minimum 10 years of experience in IT program management, with a focus on complex technical projects.
  • Proven track record of successfully leading IT re-engineering and operational efforts.
  • Strong understanding of IT service delivery, project management methodologies (e.g., Agile, Waterfall), and risk management principles.

Nice-to-haves

  • Master's degree in Computer Science, Information Technology, Business Administration, or a related field and/or equivalent experience.
  • PMP (Project Management Professional) and ITIL (Information Technology Infrastructure Library) certification.
  • Experience working with cloud computing platforms, containerization, and DevOps practices.
  • Familiarity with regulatory requirements for IT continuity of operations and disaster recovery.
