About the position

The Program Manager will lead the management and integration of critical systems within the Air Force Information Network (AFIN) portfolio, ensuring secure digital communications for the Department of the Air Force. This role requires a strong background in Department of Defense (DoD) programs and over 12 years of IT project management experience, particularly in large-scale DoD programs. The Program Manager will be responsible for overseeing all aspects of the HMS effort, including cost, schedule, performance, and technical quality, while collaborating closely with government personnel to ensure program success.

Responsibilities

  • Responsible for Cost, Schedule, Performance, Technical Quality, and Risks Management for the HMS effort.
  • Coordinate and work closely with the Government PM during the contract Period of Performance to ensure program success.
  • Manage and oversee AFIN systems and their associated capabilities, ensuring effective implementation and support.
  • Lead the operation of Tier II and Tier III AFIN Response Center (ARC).
  • Coordinate the purchasing of network equipment and services for maintenance and obsolescence replacement.
  • Support Integration and Test Facilities (ITFs) at Hanscom AFB, ensuring effective testing and evaluation of new technologies.
  • Collaborate with various teams to develop and utilize Information Technology as a Service (EITaaS) tools and processes.
  • Provide technical publications, engineering management services, and reporting for the ITFs.
  • Ensure compliance with industry best practices and government standards.
  • Provide team leadership, facilitate meetings, identify problems, and resolve issues.

Requirements

  • Bachelor's Degree in a related discipline or equivalent related experience or military service.
  • PMI Project Management Professional (PMP) certification.
  • DoD 8140/8570 IAT Level II baseline certification (i.e., CCNA-Security, CySA+, GICSP, GSEC, Security+ CE, CND, or SSCP) or higher-level certification.
  • Minimum of 12 years of experience managing IT related projects as a federal contractor.
  • Well-versed in life cycle and project management methodologies.
  • Experience in tracking costs, schedule, and performance progress.
  • Able to identify and mitigate risks.
  • Experience in project development from inception to deployment.
  • Demonstrated ability to provide guidance and direction in tasks of varying levels of size and scope of effort.
  • Proven expertise in the management and control of funds and resources.
  • Demonstrated capability in managing multi-task contracts of type and complexity envisioned for this program.
  • Proven experience with Integration and Test Facilities (ITF).
  • Familiarity with the DAF system/networks, particularly in relation to the AFIN ARC.
  • Strong leadership and communication skills, with the ability to work effectively in a collaborative environment.
  • Active Secret security clearance with the ability to upgrade to Top Secret/SCI.
