About the position

The Program Manager for the US National Park Service serves as the regional lead for the Major Construction program, overseeing the development and management of large-scale facility projects. This role involves coordinating project submissions, managing substantial funding for construction projects, and ensuring compliance with fiscal mandates. The position requires collaboration with various stakeholders to facilitate project funding and track expenditures, while also supervising a small team within the Major Construction program.

Responsibilities

  • Coordinate project development for large complex facility projects including Line Item Construction and Recreation Fees.
  • Manage funds for construction and professional service contracts, ensuring timely obligation of planning, design, and construction funds.
  • Facilitate the transfer of funds between agencies and coordinate calls for project funding from parks.
  • Ensure compliance with fiscal mandates and track expenditures of all participants in projects within the Region.
  • Work with regional budget offices and other service centers to review fiscal and budget reports.
  • Manage and facilitate the Regional Investment Review Board process and assist parks in developing investment concepts for review.
  • Supervise up to four staff in the Major Construction program.

Requirements

  • One year of specialized experience equivalent to the GS-12 level in the Federal service.
  • Experience in program management duties including developing and executing financial plans and managing a workforce engaged in facility management.
  • Leadership experience in planning, design, construction, and maintenance of park facilities.
  • Experience representing the NPS at agency or interagency meetings.

Nice-to-haves

  • Experience with line item construction or other major construction programs.
  • Ability to facilitate cooperation with diverse groups to develop consensus.
