About the position

Bowhead is seeking a Program Manager for an upcoming effort in Patuxent River, MD. This program will focus on researching the current philosophy and strategic initiatives within the Department of Defense (DoD), Department of the Navy (DoN), and the Naval Air Systems Command (NAVAIR), including the Naval Aviation Enterprise (NAE) as well as other services. The Program Manager will act as the overall lead, manager, and administrator for the contracted effort. This role will serve as the primary interface and point of contact with Government program authorities and representatives on technical and program/project issues. The Program Manager will oversee contractor personnel program/project operations, organizing, directing, and coordinating the planning and production of all contract and subcontract support activities. This includes analyzing and coordinating the schedule, timeline, procurement, staffing, and budget of a product or service on a per-project basis. The Program Manager will lead and guide the work of technical staff and may serve as a point of contact for the client or customer. Other duties may be required as necessary. Responsibilities

  • Oversee contractor personnel program/project operations.
  • Organize, direct and coordinate the planning and production of all contract and subcontract support activities.
  • Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis.
  • Lead and guide the work of technical staff.
  • Serve as a point of contact for the client or customer as needed.
  • Perform other duties as required.

Requirements

  • BS or BA degree in Business Administration or other relevant managerial discipline.
  • An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS.
  • An additional eight (8) years of experience may be substituted for a BA/BS.
  • At least six (6) years of professional experience in office operation/management support.
  • A minimum of 5 years supervisory/Team Lead experience desired.
  • Direct experience supporting a Chief of Staff for a major Legislative or Department of Defense (DoD) Echelon Command/Secretariat is required.
  • Experience supporting a Navy or Marine Corps Command Element preferred.
  • Experience in performing financial and administrative requirements, including project controls, strategic management procedures, and senior level communication is required.
  • Demonstrated knowledge of SECNAV, OPNAV, and OSD policy and documentation related to management, operations, and life-cycle management of military acquisition programs.
