About the position

The Program Manager is responsible for directing technical analysis and evaluation of operational systems used by Flight Service Specialists to enhance flight services within the National Airspace System (NAS). This role involves strategic planning, project management, and collaboration across various organizational lines to develop automation and communication equipment, manage budgets, and ensure compliance with contractual obligations. The Program Manager also oversees subordinate employees, guiding them in problem-solving and program execution while aligning with the organization's mission and objectives.

Responsibilities

• Direct subordinate employees in the technical analysis and evaluation of operational systems.
• Participate in planning efforts for future flight service operations and automation needs.
• Manage project development and execution while adhering to budget requirements.
• Develop Statements of Work (SOW) and requirements for projects.
• Evaluate cost estimates and contractor compliance, and monitor technical changes.
• Develop solutions to current and anticipated problems across organizational lines.
• Guide subordinate managers and employees in problem prevention and resolution.
• Communicate the organization's mission, vision, and objectives effectively.
• Manage risks and issues throughout the program life cycle.
• Assess program strengths and identify areas for improvement.

Requirements

• At least one year of specialized experience equivalent to the FV-J, FG/GS-14 level.
• Experience in program and project management principles and techniques.
• Demonstrated ability to manage or direct multiple programs.

Nice-to-haves
