About the position

The Program Manager will act as the primary point of contact between the Master Contractor and the State, overseeing all operations related to the Contract. This role involves managing client relationships, coordinating contract activities, and ensuring effective communication and decision-making throughout the project lifecycle.

Responsibilities

  • Oversee all operations supporting the Contract.
  • Organize, direct, and coordinate planning and production of all Contract activities, including those involving subcontractors.
  • Develop and manage work breakdown structures, charts, tables, graphs, milestone calendars, and diagrams to analyze problems and make recommendations.
  • Exhibit excellent written and verbal communication skills.
  • Establish and adjust corporate management structures to ensure effective and efficient Contract support.
  • Negotiate and make binding decisions on behalf of the Master Contractor.
  • Develop and implement procedures and reporting mechanisms consistent with the overall program.
  • Manage client relationships and expectations.
  • Oversee vendor performance.
  • Prepare work plans and status reports, manage communication and coordination with stakeholders, and set project pace by defining responsibilities, objectives, tasks, schedules, and outputs.
  • Plan, monitor, and adjust project resources, including people, budget, materials, and time.
  • Manage project risks and issues through root cause analysis, corrective/preventive actions, compliance with PMI methodology, and continual process improvement.
  • Foster a culture of high performance among individuals and teams.
  • Undertake any additional duties as assigned by the Manager.

Requirements

  • Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or a related discipline.
  • At least 12 years of experience in program or project management, including a minimum of 2 years in healthcare project management.
  • Strong leadership skills to create a positive work environment considering physical, social, psychological, and environmental factors.
  • Strong interpersonal skills to build client rapport and manage employee development, discipline, and rewards.
  • Solid analytical skills for decision-making and problem-solving.
  • Excellent time management abilities.
  • Demonstrated problem-solving and customer service skills.
  • Strong written and verbal communication skills.
  • Ability to work independently and manage work according to a defined schedule.
  • Experience in conducting meetings, interviews, and presentations.
  • Specific experience in evaluating quality assurance/quality control testing and User Acceptance Testing efforts.

Nice-to-haves

  • Master's degree and/or Project Management Professional (PMP) certification.
  • IAAP Certified Professional in Accessibility Core Competencies (CPACC).
  • IAAP Web Accessibility Specialist (WAS).
  • Certified Usability Analyst (CUA).
