About the position

The Program Manager will lead and oversee facilities operations, building maintenance, repairs, and minor alterations and construction services at the DHA HQ and Gateway campuses for the Department of Defense (DOD). This role is essential for ensuring the effective execution of the Performance Work Statement (PWS) for Facilities Management and Maintenance Services, maintaining operational standards for vital DOD facilities that support thousands of personnel, including department leadership.

Responsibilities

  • Prepares Monthly progress reports and deliverables to the customer
  • Assist with managing technical and analytical work pertaining to planning, development, acquisition, testing, integration, installation, accountability, utilization, and/or modification of facilities, services, and procedures.
  • Provide support in tracking all leased and government-owned facilities in the DHA Portfolio.
  • Maintain master tracking log of DHA Facilities located in the Continental United States (CONUS).
  • Use CAFM systems, spreadsheets/Dashboards and/or IWMS for Lease Management data capturing and maintenance.
  • Maintain the DHHQ Operations Concept of Operations (CONOPS) for preventive maintenance of equipment and systems.
  • Conduct periodic building maintenance inspections.
  • Monitor workload, service orders, and scheduling issues with reporting managers to ensure compliance with client objectives.
  • Support the maintenance and operation of building utility distribution systems.
  • Work with the landlord's Chief Engineer in planning and directing operations and maintenance of tenant equipment.
  • Ensure DHA priorities are met and the Agency's interests are protected.
  • Provide support in preparing documentation for above standard work requests, including construction and renovation projects.
  • Draft scopes of work (SOW) and assist with development of independent government estimates (IGEs).
  • Assist with reviews and provide advice on space requests and project plans.
  • Provide support for new furniture allocations and space modifications.
  • Utilize management tools and technologies for lease management support and maintenance services.
  • Provide warranty management support for equipment monitored by the contractor.
  • Generate and reconcile reports for facilities infrastructure.
  • Develop Spend Plan for Lease Management and submit Requirement Request Forms (RRFs).
  • Conduct periodic walkthroughs and site visits of DHA facilities.
  • Establish processes to manage and maintain construction drawings and project tracking.
  • Support construction and renovation activities and ensure compliance with approved documents.
  • Develop and implement inspection policies and procedures, and monitor compliance with safety regulations.

Requirements

  • Working knowledge of AutoCAD and databases for maintaining infrastructure and facilities related drawings.
  • Knowledge of CAFM systems and IWMS software for facilities management.
  • Ability to leverage database information for client benefit.
  • Excellent analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Excellent organizational skills and attention to detail.
  • Proficient in technology and equipment used in environmental inspections.
  • Proficient in Microsoft Office 365 or similar software.
  • Bilingual (English and Spanish) is a plus.
  • Bachelor's degree in Civil Engineering, Mechanical Engineering, Construction Management or related field required.
  • 10 years of related experience preferred.
  • OSHA and HAZWOPER certifications preferred.
