About the position

Seventh Emergence is currently seeking a Program Manager to lead our on-site team at Ft. Knox, KY. The Program Manager will be responsible for overseeing a team of training design, development, and IT support personnel that services the Army National Guard Recruiting Command, the National Guard Strength Maintenance Training Center, and commands across all 54 states and territories within the National Guard. This role involves managing a multimillion-dollar labor contract with a significant travel budget, ensuring that all training programs are effectively designed, developed, implemented, and evaluated using various methodologies including resident, mobile, web-based, and blended training approaches. The Program Manager will also lead an Information Technology Customer Service and Support Team that provides essential hardware, software, web-based, and IT security support to the entire ARNG Recruiting Force, which consists of over 8000 personnel. In this position, the Program Manager will collaborate closely with developers, functional technologists, technicians, and other key personnel to ensure that all training applications, software, hardware, and tools are operating efficiently. They will work in conjunction with the Army National Guard Strength Maintenance Training Battalion (SMTB) to ensure that all training provided aligns with SMTB and TRADOC guidelines, and that all staff and faculty at SMTB are fully trained in automated recruiting applications. The role also includes designing and developing training materials, conducting online surveys, and participating in pilot testing of new training tools. The Program Manager will be responsible for developing and maintaining web-based collaboration tools that allow the recruiting and retention force across all states and territories to access training resources 24/7. This position is contingent upon contract award and requires a strong background in training design and development, as well as experience in military recruiting and adult education methodologies. The Program Manager will also be expected to provide subject matter expertise and design assistance using DoD and TRADOC regulations, and to implement Train the Trainer (T3) programs to ensure that military and civilian trainers are equipped to deliver effective adult education programs.

Responsibilities

  • Manage a multimillion-dollar labor contract with a large travel budget.
  • Lead an Information Technology Customer Service and Support Team that provides hardware, software, web-based, and IT security support to the ARNG Recruiting Force.
  • Collaborate with developers, functional technologists, technicians, and other key personnel to ensure all training applications, software, hardware, and tools are operating efficiently.
  • Work closely with the Army National Guard Strength Maintenance Training Battalion (SMTB) to ensure training is congruent with SMTB and TRADOC guidelines.
  • Design, develop, implement, and evaluate training for online learning management systems, leader conferences, workshops, and custom training.
  • Design and develop testing tools for before and after-training analysis.
  • Develop and conduct online surveys, partitioned tests, and computer-based training critiques.
  • Participate in pilot testing and early User Testing (EUT) of new training tools.
  • Provide training and support to the National Guard on automated applications that support manning, readiness, and well-being.
  • Design and develop all training materials including lesson outlines, training guides, user manuals, and practical exercises.
  • Develop and maintain web-based collaboration tools for training access.
  • Participate in Critical Tasks Site Selection Boards (CTSSB) to improve training programs.
  • Provide SME and design assistance using DoD and TRADOC regulations and ADDIE models.
  • Use software and web-based tools such as GoToMeeting, Microsoft Teams, and Adobe Captivate.
  • Design, develop, and implement Train the Trainer (T3) programs.

Requirements

  • Bachelors or Master Degree in Business Administration or Education or 4+ years of related experience or training.
  • 10 years of experience managing a Training contract.
  • 5 years of experience as a National Guard, Army, or Army Reserve Recruiter.
  • 5 years of experience in adult learning, teaching, presenting, or training; certified military instructor preferred.
  • Graduate of military instructor school.
  • Experience working as a member of a mobile training team preferred.
  • Experience in training design and development with understanding of the ADDIE Process.
  • 5 years of experience using military recruiting automated and web-based computer applications.
  • Experience in data analysis, recruiting trends, market evaluation, and recruiting production desired.
  • Ability to travel throughout 54 states and territories.
  • Residence within 50 miles of Fort Knox, KY.

Nice-to-haves

  • Experience in training design and development with understanding of the ADDIE Process.
  • Certified military instructor preferred.
  • Experience working as a member of a mobile training team preferred.
